Wizard is a crime lord in Los Angeles who manages to keep control despite being behind bars. He employs David and Creeper as two of his "tax collectors." Their job is to go out and get protection money from the local gangs. Everything starts to go wrong when an old rival of the crime lord comes into town. David suddenly finds himself in a position where he has to do whatever it takes to protect what he values above all else - his family.
